WHAT IS CICLOPE?
Ciclope is the "Comitato Interministeriale di Coordinamento per la Lotta alla Pedofilia" (Interministerial Co-ordination Committee for the Fight Against Paedophilia)
HOW DOES IT WORK?
Ciclope's job is to coordinate activities aimed at preventing and fighting Paedophilia which are carried out by various government agencies.
WHO BELONGS TO IT?
Ciclope includes representatives from 11 Ministries, co-ordinated by the Minister for Equal Opportunity, and relies on the collaboration of Organizations, International Associations and private social groups which have been working in this field for years.

The first fundamental aim of the co-ordination is to provide a strong signal which serves to stimulate greater involvement of society.

Ciclope's challenge, as a panel of government agencies and experts is to make the public more aware of the problem.

An effective action to fight the phenomenon can only be undertaken if society is committed to identifying and alienating dangerous behaviour.

Paedophilia is a phenomenon which provokes serious alarm within society.

Severe difficulties exist in trying to quantify committed crimes.

There is a vast range of abuse which is not reported.
A FAMILY ISSUE
Most sexual abuse involving minors is committed by people who visit the child's house or school.
MORE FEMALE VICTIMS
Females are most often the victims.
Seventy percent of ascertained victims are female.

It is a program to fight paedophilia in an organized and co-ordinated manner.

All the initiatives are part of a common intervention strategy aimed at repressive aspects, prevention and assistance for victims.

Currently no complete computerized system on phenomenon figures exists, nor complete documentation of local level actions.

The Watchdog Organization will acquire national and international data and information on activities aimed at prevention and repression and all useful data for better understanding the phenomenon.
LEGISLATION
Despite the fact that the laws in Italy in this field are recent, corrections and modifications are needed, in part to update the legislation based on new forms of on-line paedophilia.

THE EXCHANGE OF PAEDO-PORNOGRAPHIC MATERIAL
To cope with these different activities different legal and technological interventions are required. These interventions require a strong national commitment but also international initiatives given the transnational nature of Internet.

Monitoring activity by providers.

International agreements for foreign websites.

Dissemination of protection filters for minors.

Awareness campaigns on an informed use of Internet.

A hotline will soon be activated for "Abuse of minors emergency" available for children and adolescents to report abuse or other serious problems.

Calling "114", an easy number to remember and similar to other emergency numbers, will be free.

Informing without provoking generalized fear.

Gentle, soothing language.

"Familiar" forms (cartoons, comics).

Aimed at "on line" paedophilia.

Awareness campaigns aimed at reporting abuse within the family.

Promote greater interaction between repression services and those providing assistance and rehabilitation.

Provide incentives to resources of therapeutic programs connected with the trauma victims have undergone.

Guarantee adequate training and professional qualifications of operators.

Create procedures to monitor effectiveness of services.

The school represents: best place to learn about the reality of children and adolescents;

the first defence for prevention and education for children, operators and families.

Creation of integrated services for detecting the problem.

Institution of a network which includes schools, public health services, volunteer organizations, juvenile legal system and law enforcement.

Promotion of counselling activities for troubled subjects in conjunction with Local Public Health Agencies (Asl).

Specific and co-ordinated training for school personnel, teachers and public health care-social workers.

Ciclope will participate, in conjunction with the Ministry for Foreign Affairs, in EU and international organizations aimed at protecting minors for sexual exploitation.

It will promote the application of international conventions regarding protection of minors from sexual abuse and repression of sexual tourism.

It will provide incentives to EU programs (DAFNE and STOP) aimed at preventing the worst forms of exploitation of minors.

All the initiatives included in the Plan and enacted by the various Government agencies will bear the CICLOPE symbol.

A Mark will indicate that the initiative has been included in the co-ordinated anti-paedophilia strategy
